We would like to let you know that the NARST leadership has submitted on July 7 a comment on the proposed changes outlined in the US OMB rule, which is attached here.

The U.S. Office of Management and Budget (OMB) has proposed major changes to the Uniform Grant Guidance (2 CFR Part 200), the government-wide rules that govern how federal grant funds may be spent. OMB's proposed rule would amend 91 parts of Title 2 CFR, revise 456 regulatory sections, add 52 new subsections, and fully restate 375 existing sections. If finalized, the rule would apply across federal research agencies, including NIH, NSF, DOE, NASA, and DOD, and it would carry the force of law.

The OMB proposed rule on Regulations for Federal Financial Assistance governing federal grants, cooperative agreements, and other financial assistance represents one of the most significant changes in years to how research, development, and education grants are managed. Several sections of the proposed changes will have a direct impact on the research and professional trajectory of many NARST members. In the comment we submitted on behalf of NARST, we focused only on a subset of the proposed changes, since there’s a 5,000-character limit for comments submitted and the comments need to refer to specific parts of the rule and articulate how the association’s work will be impacted.

We also encourage NARST members to submit individual comments, and we’re sharing a document with some guidance. Please note that the deadline for submitting comments is Monday, July 13, 2026.
